Job Title: Purchasing Manager

Location: Fresno, CA

  • Must reside in commutable distance of Fresno, California. (This is an onsite role, Remote & Hybrid work is not available.)
  • Some travel may be required

Prior experience in Industrial Manufacturing Operations Pumps, Valves, Mechanical Equipment, etc. background is preferred.

The Purchasing Manager is responsible for the strategic planning and management of procurement operations in a variety of manufacturing disciplines to achieve specific production output, productivity and quality goals that relate directly to the achievement of the company. The Purchasing Manager is also responsible for the adherence to financial budgets and development of vendor relations. It’s the responsibility of the Purchasing Manager to oversee all procurement employees, and to ensure the manufacturing / production operations have all the materials & supplies needed to perform their jobs without disruption.

The Purchasing Manager is responsible for supervising the process of sourcing and purchasing essential materials for a Plant’s Manufacturing Operations. The duties include researching raw materials suppliers and comparing costs, negotiating purchase agreements and developing inventory controls to identify demand for new materials.

Key Responsibilities and Specific Accountabilities

  • The Purchasing Manager is responsible for evaluating suppliers and negotiating contracts to achieve the best value for high-quality products and services.
  • Planning and overseeing the work of Buyers and Purchasing Agents
  • Hiring and training new staff
  • Developing an organization’s procurement rules and regulations
  • Establishing guidelines on how often the company gets price quotes for items, the number of bids to accept and which vendors to consider
  • Buying goods and services for the company
  • Discussing / negotiating contracts
  • Evaluating quality, price, reliability, technical support and availability of goods and services
  • Purchases supplies, materials, and parts for the company.
  • Maintains knowledge of trends, prices, buyers, and delivery conditions to anticipate future material availability; directs purchasing programs accordingly.
  • Develops and maintains inventory databases for supplies and materials used.
  • Negotiates and completes contracts with vendors for optimal cost and delivery times.
  • Reviews purchase orders and contracts for compliance with company and departmental policies.
  • Collaborates with sales, customer service, and logistics departments to maximize
  • efficiency in the purchasing and inventory control department.
  • Communicates with suppliers to resolve problems that may arise regarding delivery, quality, price, or conditions of sale.
  • Sets authorization limits for purchasing staff.
  • Purchases large and complex items.
  • Develops and implements policies and procedures related to purchasing and inventory control with a goal to maximize efficiency and optimize workflow.

Job Knowledge / Education and Qualifications

The Purchasing Manager should have the following skills and qualifications to be effective in this position:

  • Knowledge of procurement software and tools
  • Interpersonal skills such as teamwork and good listening skills
  • Negotiation skills
  • Ability to manage time and organize
  • Strong leadership skills
  • BS/BA – Bachelor’s Degree in business administration or relevant field or equivalent experience
  • 5 or more years’ experience as Supply Chain, Procurement and/or Materials Manager – purchasing components or commodities in support of a repetitive manufacturing operations, and an extensive knowledge and experience of Purchasing Law, long term agreements, and Contracts
  • Prior experience in Industrial Manufacturing Operations
  • Pumps, Valves, etc. background is preferred
  • Strong understanding of manufacturing processes, corporate finance, and performance management
  • Excellent communication, negotiation, and presentation skills
  • Strong analytical, critical thinking, and problem-solving skills
  • Familiarity of the following manufacturing and planning techniques and principals: Kan Ban, JIT, MRP, MPS, DRP preferred
  • Supervisory experience for two (2) or more people, for two (2) years preferred.
  • Experience in working with a variety of quality systems relating to supplier certification, ISO 9001, and world class manufacturing.
  • Must know how to use word processing as well as spreadsheet software and the Internet
  • Other important qualities include the ability to analyze technical data in suppliers’

proposals, good communication, negotiation and mathematical skills, knowledge of supply-chain management and the ability to perform financial analyses.

  • Programming skills in Microsoft Access are also desirable
  • This position requires the Associate to travel for business purposes.
  • Five years of progressively increasing responsibilities in Inventory Management
  • Great management capability to lead, motivate and develop production and manufacturing employees
  • Proven negotiation skills
